Support importing Pivotal Tracker comments and attachments from an SQLite database

this PR is not merge-able because of hardcoded workflow values and general sloppiness, but throwing it up as a reference in case someone else is coming over from Pivotal Tracker and is interested in bringing over comments, attachments, blockers and epics.

this pairs with the following project:
https://github.com/TanookiLabs/storyexporter

which uses the tracker api to dump the data into an sqlite db.
