Current working directory workflow / loading relative files

I want to use livebook to do some exploration of local CSV files that I have in an adjacent directory. What is the best way to set up the cwd in this scenario? By default the cwd has no relation to the livemd file location, but is instead only in relation to the runtime. E.g., /Applications/Livebook.app/Contents/Resources/rel/erts-13.0.2"

These CSV files happen to be in the root of a mix project, so I can set the runtime to be "mix standalone" of that same mix project to get File.cwd() to be set to the mix project root by default. This workflow will be further improved after #1276 #1278 .

However, when I am not in any sort of mix project, how can I easily set up the CWD to be the location of the livemd file, or otherwise easily load relative files such as CSVs?

I believe __ENV__.file will return the .livemd, so you can set File.cd(Path.dirname(__ENV__.file)). Although in the long term we should support uploads, as that's the best way to ensure it will work on all environments.

__DIR__ should work too :)
