Waifu2x-Caffe is not opening/closing

I don't know what happened but Waifu2x-Caffe stopped working all of a sudden. It worked fine before but suddenly (today) it stopped working for whatever reason, when I try to open Waifu2x-Caffe it doesn't open but when I go to the task manager the program is there, however, I can't force-quit it from the task manager either, when this happens I can't even restart the PC because the PC is waiting for Waifu2x-Caffe to close but it never does so I have to manually restart the PC by pressing the button. BTW, restarting the PC won't fix this issue either.

Any idea what's happening here?
