[AMDGPU] Corrrectly emit AGPR copies in tryFoldPhiAGPR

- Don't create COPY instructions between PHI nodes.
- Don't create V_ACCVGPR_WRITE with operands that aren't AGPR_32

Solves SWDEV-410408
