[clang-cl] Document behavior difference of strict aliasing in clang-c…

…l vs clang. (#68460)

Add an user note to pass -fstrict-aliasing explicitly for clang-cl
to enable TBAA.
Also add help text for -f[no-]strict-aliasing.
