[SCEV] Part 1, Serialize function calls in function arguments.
Browse files Browse the repository at this point in the history
Evaluation odering in function call arguments is implementation-dependent.
In fact, gcc evaluates bottom-top and clang does top-bottom.

Fixes #55283 partially.
