Revert "[LTO] Make local linkage GlobalValue in non-prevailing COMDAT…

… available_externally"

This reverts commit 89ddcff.

Reason: This breaks bootstrapping builds of LLVM on Windows using
ThinLTO; see https://crbug.com/1382839
