[AMDGPU] Extend SILoadStoreOptimizer to handle global saddr loads

This adds handling of the _SADDR forms to the GLOBAL_LOAD combining.

TODO: merge global stores.
TODO: merge flat load/stores.
TODO: merge flat with global promoting to flat.
