.debug_gnu_pub{names,types}: Stabilize iteration order

StringMap iteration order is not guaranteed to be deterministic
(https://llvm.org/docs/ProgrammersManual.html#llvm-adt-stringmap-h).
Sort by DIE offset (which looks like a pre-order traversal order).
