[NFC] Refactor llvm::zlib namespace

* Refactor compression namespaces across the project, making way for a possible
  introduction of alternatives to zlib compression.
  Changes are as follows:
  * Relocate the `llvm::zlib` namespace to `llvm::compression::zlib`.
