[Flang][OpenMP] NFC: Remove old reduction lowering code #88798

The old code was replaced by #80019.

We never truly supported reductions for SIMD as evidenced by the lack of tests.

Thanks, this LGTM. I was wondering why genOpenMPReduction was only called for SIMD and yet I couldn't see any instance of it being actually used anywhere in tests.
