This was item 23 in #723

The "specboard" feature was decommissioned in the switch to hugo.
Would like to revive it. It searches for the existence of IP specifications
and DV test plans and auto-populates a table at doc/hw. Right now
that table is representative but manual.

This has been effectively completed with @sriyerg 's improvements to hw/ area.
