Motivation and Context

The links in the documentation should actually work to be useful.

Description

Used make linkcheck to check for broken links in the documentation.

This should not be run in a CI job since it needs to make actual requests to the link targets which would result in such a request for every push to this repository.

Steps for Testing

n/a, code review should be enough to make sure the replacements make sense.

If you want to test something, please have a look at my other PR #7928 instead.
