Note that plateScale is no longer supported by cameraGeom.makeDetector so this code probably doesn't work.

I'm pretty sure obs_monocam is not being used because when I added a simple test the code didn't work because afw cameraGeom API was changed years ago. Regardless, this PR does remove the pex_policy dependency.
