Adopt the new mechanism for running neophile. Add an advisory test for whether dependencies are up-to-date, a periodic job to re-run tests with updated dependencies, and a periodic job to update pre-commit hook dependencies. Update the URLs of the pre-commit hooks, since some of them are redirects.
