This action makes it possible for the user to provide extra arguments for the Sasquatch dispatcher from the command line.
This argument makes it possible to specify the edgeHandling parameter for SasquatchDispatcher.dispatch and .dispatchRef from the command line.

This PR implements an
--extrascommand-line argument forverify_to_sasquatch.py, allowing a dict forSasquatchDispatcher.dispatchto be specified on the command line. This will be used by thescipipe/ap_verifyandsqre/verify_drp_metricsjobs (see lsst-dm/jenkins-dm-jobs#955) to add Jenkins-specific metadata to the upload.
