This flag is necessary to build up a processed dataset (in particular, the association databse) containing multiple CCDs. ap_verify's drivers automatically assume that all tasks except ingestion are always rerun.

This patch allows the user to disable
ap_pipe's short-circuiting, which causes problems with multi-visit or multi-CCD runs. It also fixes a Python 3 bug introduced in #7.
