While it was originally intended to be the main mode of operation, only one dataset, ap_verify_hits2015, actually reached the hundred-GB "observing survey" scale. With that dataset's retirement, advice for handling such large datasets is no longer helpful.
The code does no harm, but it keeps getting cargo-culted by people who can't be bothered to look up what it's for.

This PR updates our documentation to reflect the fact that now all
ap_verifydatasets are "CI-sized", and patches up some long-standing technical debt inpipeline_driver.
