This PR lets
Dataset.makeOutputRepoaccept pre-existing directories in a way that should be transparent to the end user (arguablyDatasetshould be agnostic to this kind of policy decision, but I don't see a better division of responsibilities). The bug reported in DM-12209 is not addressed.
