Refcats are trimmed from lsst-dev versions using the same procedure as the HiTS datasets.
The templates were created on DM-23429.

This PR fleshes out the dataset, using ap_verify_ci_hits2015 as a template. Aside from the repository name and description, I have not tried to be forward-compatible with DM-22038, since I don't know which (or how much) data it will contain.
The current dataset weighs in at 1.1 GiB; as usual, the templates are most of the download size.
