  1. Add __init__.py back to hierarchy 

    Without this there are some occasions where deserializtion
of YAML Packages ends up in base.packages.Packages and
not the correct lsst.base.packages.Packages.  This is
presumably because sometimes the packages.py can not
work out where its root is located.
