DipoleFitAlgorithm fits a dipole model to a diffim (and simul-
taneously to the two pre-subtraction images) as described
in DMTN-007.
Includes DipoleModel class to generate a dipole model (including
background model).
Added unit test that explicitly tests the Algorithm directly.
For unit test, added DipoleTestImage class which generates fake
dipole images for fitting and testing.
DipoleFitTask is a SFM class but must be instantiated separately in order to measure jointly on (up to) three images. Implemented unit tests for various possible use cases of DipoleFitTask, including testing for sources close to image edge.
