For LSST chips with 16 amps each, things that are done per-amp quickly clutter the output, so all per-amp logs are now at the DEBUG level except when skipping the overscan correction, as I think this should rarely/never happen (not when not selected, but when the bbox doesn't overlap the CCD area).
