These flags control whether or not a source/eupspkg repo is added to a heuristically configured EUPS_PKGROOT.
In an attempt to make the output appear less cluttered.

This is motivated by the desire to do make [automated] installs which will not
fall back from tarballs to src/eupspkgs, if a binary product version is
unavailable.
