This changes to using a single standardized dataset name for all ref cats. The individual shards are then located using (catalog_name, pixel_id) pairs. This also moves the method for making the dataId into the indexer.
This makes an IndexerRegistry so that the indexer can be stored in the config.
This modifies the loader to discover the indexer to use from the config and also standardizes the reference catalog and config dataset names.
This updates the tests to use the standardized dataset names.
