utils no longer uses Doxygen.
meas_astrom still uses Doxygen for documenting individual C++ components.

This PR prevents a "missing tag file" error when building docs in
meas_astromor downstream packages likepipe_tasks. It takes the opportunity to also remove themainpage.doxfile, moving the contents to Sphinx.
