  1. Set default of catchFailures config to True 

    We now have PSF model robustness metrics that can identify these
detectors and exclude them from coaddition (based on a selection
threshold), so it is now safe to allow these to continue with
single frame processing and have the associated datasets (e.g.
calexp, source, etc.) persisted.
