  1. Add code to build validPolygon for each image. 

    The settings for the vignetted region was broken out into a
separate config file to be used in different places in the code.

Conflicts:
	config/hsc/flat.py
	python/lsst/obs/subaru/isr.py

This is essentially a cherry-pick of HSC-976's:
