This is necessary to avoid a Gen3-only bug (DM-29884). It would be better to do it via config but that's unexpectedly difficult (DM-20885).
For various reasons, singleFrame (even as adjusted here) + multiVisit just don't work right now as a way run anything. So I've added 'step1', 'step2', and 'step3' subsets that don't mean anything conceptually, but actually work as a way to run everything. I've also 'removed' (emptied out) the multiVisit subset here because trying to run it in HSC has a good chance of not doing what you want without that being obvious.
