This builds on the work from #45.

Thanks to @jehturner for the suggested approach.

I've tried to minimize changes by solely adding a new paragraph to each file. The alternative is to rip all license information out of the code and refer to a LICENSE file that contains the options. I think FSF prefer that we make an in-code statement so I've done it this way.

LSSTC assigned copyright to AURA in Agreement-221 (https://ls.st/Agreement-221).

If you're going to do this, is it worth changing the two references to the "above copyright notice" below to read something like "the above-mentioned copyright notice", since there is no longer a copyright notice above? Just a thought...
