Measurement algorithm metadata is now captured, added to the source catalog and succesfully written to disk.
DM-4991 requires that the MeasureMergedCoaddSourcesTask persist measurement algorithm metadata. This commit adds a unittest to ensure that the measurement algorithm metadata is being persisted correctly and can be retrieved.
