Configs may be *either* MetricTaskConfig or <local>.MultiConfig, so registry should only require that it be a Config.
Modernizing the MetricTasks' type metadata requires making MetricTask use PipelineTaskConfig (despite not being a PipelineTask), which has more knock-on effects in the codebase.
