Update circleci image to something that's still under development

* Switch from docker to "machine" for circle-ci * Pin ubuntu version to 20.04. ubuntu-latest switched to 22.04 which apparently does not have support for python 3.5 and 3.6. * Pin another library.
Tested this version before, to make sure it does not fail again.
