This PR adds an option to use the Ray Horovod backend with Ray Tune Hyperopt executor. Support for dynamic resource allocation is also included. Furthermore, this PR adds support for Durable Trainables which are automatically used by Ray Tune if the output directory is a remote filesystem.
This PR is (unfortunately) quite extensive. Feedback is very welcome!
