Cinnamon: No change in the interface / theme

Is this supposed to work under Cinnamon Desktop? I installed the human-theme-gtk package for Fedora 38,, and even tried the manual installation steps. Logged out of my session & logged back in, no change; still have the grey and featureless TitleBars, and there isn't anything listed in the Desktop or Applications theme settings either.

I don't know, but according to this tutorial, page 5 of the PDF, I think if you create a cinnamon subdirectory with a cinnamon.css file, perhaps the theme will appear in Cinnamon themes list.

I tried to install the theme with a livecd of Fedora 38, and I got it without any changes:

But for window title bars, you are right, nothing works.
I don't know exactly how they work.
