Move package logic into __init__.py

Description

• Leaves arxiv.py as a deprecated alias.
• Updates docs target accordingly; enable search.

Breaking changes

List any changes that break the API usage supported on master.

Deprecates from arxiv import arxiv and import arxiv.arxiv, which were only accidentally supported.

Relevant issues

List GitHub issues relevant to this change.

• Reimplements Simplify package structure: move arxiv module to root #73.
• Add query-string construction helpers #84 was thematically similar, but ultimately abandoned; I think re-exporting .__init__ from ./arxiv/arxiv.py was what I was missing, to ensure backwards-compatibility.
