For example, my Windows 8.1's region is set to Germany, UI language to US English, and keyboard layout to Spanish. Chaos naturally ensues at times :)

A ha! Thanks for working that out.

Maybe that was what was going wrong for sudo in #1 as well, where I just ended up removing those checks altogether and then having to add a note in #3 to tell you to use an Administrator account—hopefully I can get those checks working now and remove the note.
