Live-migration doesn't actually write the memory down to the state disk anymore, so size.state shouldn't need to be >= limits.memory in order for live-migration to be possible.

However it is still required for both stateful stop and stateful snapshots, so attempting to perform either of those will need to fail early with a suitable error.
