Looking at lxc-ubuntu, it seems that setting HTTP_PROXY="apt" should be enough to make use of the local apt proxy during container creation and configure the container to use it in the future. It does indeed work, but only once - these settings are not affecting the cached version and when the second container is created from cache, it ignores the proxy.
