Could you please cut a release? It's blocking pybuilder/pybuilder testing for Py3.12.

I've tried to. It's difficult for several reasons. One is that the "setup-python" action has very recently removed the support for Python 2.7, so I need to work around that first. Secondly, there are several issues with the libxml2 and libxslt libraries in recent releases that make them difficult to build, especially on Windows, where I depend on the winlibs project to provide Windows build support for them.

I'll keep trying as time permits.
