Improve PuttyNG Issue Description

Description

The following changes were made to the known issues documentation:

• Update PuttyNG Documentation
• Do not recommend insecure changes (Microsoft CredSSP)
• Clarify Affected Versions of Log4Net

Motivation and Context

The documentation did not outline enough the dependency on PuTTYNG and clarified thigs brough up with issue #2027 and its duplicates.

Unsecure settings should not be recommended and were tagged as such.

Lastly, the Log4Net vulnerability did not contain the affected versions (#2299). This was updated.

Documentation change, no tests were performed.
