I do not understand the CI failure but am inclined to merge this anyway, in a couple hours after I've gotten the buildbot back online again.

Some of the dependents failed to build, but I believe they were all failing previously. I rev bumped them anyway in case they build on older systems than the CI runners. ImageMagick, perlmagick, and most of the dependents built OK.

@jmroot @mascguy Looks like it has to have compiler.cxx_standard 2011 now, otherwise it fails:
