New mode: Custom (users can change game mode settings)

I have a custom game type I was wondering if someone could put it together and get it up on the XmagePlayersmtg server.

I know nothing about coding but if someone could do this for me what would be awesome.

the game mode:
"Power Play"

Each turn you can play any number of land cards (not the normal one per turn)
At the end of each turn you draw back up to seven cards. (Still having a Max hand size, any extra draw effects at the end of the turn would mean discarding during the discard phase).

How doable is this ?
