Describe the Issue

AMF is sending PDU-Request for PDU-Reject for Unsupported DNN cause=91 rejection cause.https://app.zenhub.com/files/170803235/05938cc2-1260-438f-b11a-6d41b50855cd/download

To Reproduce

  1. Trigger PDU-Session from UE with an unsubscribed dnn.

Expected behavior
AMF should sent PDU-Reject , instead of PDU-Request.
