Summary
This change adds a script to update the S1ap-tester libraries on magma test VM with a specified PR number on https://github.com/facebookexperimental/S1APTester
Test Plan
magma_testVM, reproduced the compilation error specified in Fix Compilation error. S1APTester#26 by runningmakeinside~/S1APTester/TestCntlrStub/build~/magma/lte/gateway/deploy/roles/magma_test/files/update_package.sh 26makeinside~/S1APTester/TestCntlrStub/build, which was successful
