[WEB-756] chore: module and cycle feature toggle validation

Problem:

• Despite disabling cycles and modules from project settings, they remain accessible in certain areas.

Solution:

• Implemented validation to ensure that when cycles and modules are disabled, they will no longer appear in the following locations:
  • Issue cards.
  • Issue filter and display filter dropdowns.
  • Issue sidebar and peek overview.
  • Issue detail page.
