CrqPlugin - allow customization #26

Allow the CrqPlugin to be customized directly, and override the DEFAULT values described above
TODO: This is a little crufty. Once we're using Jenkins 2.60, we can rewrite this plugin to pull CRQ_ENVIRONMENT out to ParameterStore.
Consider removing this plugin all together. This is manheim-specific, and can't be used outside of our Organization. It doesn't belong in this library.
