TagPlugin: Broken for v11?

• Tag plugin uses the syntax -var='key=value'
• This syntax is for variables passed on the CLI for terraform 0.12.x - https://www.terraform.io/docs/configuration/variables.html#variables-on-the-command-line
• The syntax for terraform 0.11.x is -var 'key=value' - https://www.terraform.io/docs/configuration-0-11/variables.html#variable-merging

Test Case:

1. I have a project that uses terraform 0.11.x
2. I used the TagPlugin to pass any number of tags
3. Expected: The tags are passed correctly through the CLI
4. Actual: There's an error
