Re #8100. Remove HYSPECA test instrument.

This instrument was an alias for HYSPEC while it was running in dual ADARA-legacy mode. This is no longer the case. We cannot remove the parameters file as this, unlike the instrument definition, is not included in the ADARA nexus files.
