After the fixes in #14785, there was a case that was not accounted for in the rotation part of the algorithm.

The algorithm will not rotate the source further after the algorithm has run once, however the user may wish to run the reduction, change their incident theta and then run the reduction a second time.

There needs to be check for this that will allow further rotation of the source component.
